Exploring Budget Surpluses
This study treats operating budget surpluses as an absorption problem rather than a strategic fiscal policy. Does Size Influence Jail Efficiency? An Analysis of Local Jails in the United States
This study examines the efficiency of local jails in the United States in 2016 using Data Envelopment Analysis with metafrontiers. Metafrontiers envelop jails that have a similar production technology and yield more accurate efficiency estimates. Using an input-oriented model with variable returns to scale, the results suggest that, on average, jails could reduce or reallocate their inputs by 37% given their output level. The allegedly complex relationship between trust and victimization has rarely been modeled and, when done, the effect of trust on victimization has been found not statistically significant. This study finds otherwise, estimating an instrumental model with community data from Cali, Colombia. The Inter-American Development Bank (IDB) incorporated, nearly a decade ago, violence prevention in its lending portfolio. This paper addresses the underlying causes of problems and risks faced by poor and excluded people, focusing on youth of 10-24 years of age.
