Roadblock governance and rebel governmentality
This article examines how FARC dissidents in Colombia projected power – despite uneven territorial control – through document verification at roadblocks. Drawing on original research in southwest Colombia, this article shows how rebel power is reproduced through dispersed, capillary techniques of authority, behaviour and practice that are re-concentrated at the arterial chokepoints of roads. Raising a child in a conflict area heightens the already fraught and complex relations between adults and young people. Parents employ strategic agency in how they protect their children from the dangers of conflict and teach them how to navigate it effectively. The study of micro-dynamics has grown over the last two decades, emerging now as a mainstay in research on peace and conflict. The focus on micro-dynamics, and other micro-level approaches, challenges the primacy of state-centric research. Research has shown that the counterinsurgent proposition of ‘winning Hearts and Minds’ is more complex than building a road. This paper examines how project workers in three infrastructure projects in Colombia sought community support not for military intelligence or to improve government-community relations, but to intervene with armed groups on the project’s behalf. In the aftermath of a peace agreement, the demobilisation of armed combatants from the field of war is taken as an indication of improved security.
