Most literature on drugs and conflict focuses on how the drug trade affects insurgent behavior, paying little attention to its effect on state behavior in conflict settings. This article begins to address this gap by analyzing the impact of drugs on state violence during the internal conflict in Peru (1980-2000), which, in the 1980s, was the world's major producer of coca for the international drug trade. Though there are many existing measures of state capacity, few capture its sub-national territorial variation in a reliable and valid way. This article proposes a novel, survey-based, measurement strategy for state capacity that is tailored to address this limitation of existing measures, and apply it to contemporary Latin America. Regionalism, Ethnic Diversity, and Variation in Public Good Provision by National States
This article argues that variation in public good provision is determined by the salience of demographic and economic regionalism, conceptualized as the presence of multiple large population centers and distinct economic units within a single country’s borders. Two mechanisms—divergent public good preferences and regional self-sufficiency—underpin this relationship. Evidence of these mechanisms as central to low public good provision is found in …
