Subnational Undemocratic Regimes in the Americas
As the editors note in their introduction to this special issue, one of the distinctive similarities between Latin America and the United States is the phenomenon of enclave rule.In both settings, "expanded political competition at the national level enabled peripheral elites to protect subnational fiefdoms" in ways that sometimes resulted in regime juxtaposition (intro essay).Enclave rule is not the modal pattern in either Latin America or the U…
What Can Latin America Tell Us about Subnational Democratic Erosion in the United States
This article uses the literature on subnational undemocratic regimes (SURs) and regime juxtaposition in Latin America to gain analytical leverage on the recent process of subnational democratic erosion in the United States. Based on a review of five key dimensions of federalism, we argue that the institutional landscape for the emergence and continuity of SURs is, comparatively speaking, more favorable in the US than in any of Latin America’s thr…

From international organizations to local governments
The fight against climate change increasingly connects International Organizations (IOs), national governments, and subnational governments. How are international funds to fight climate change and environmental degradation distributed to subnational beneficiaries? We develop a novel multilevel theory that poses that tension between the preferences of the IO and national governments helps explain the subnational distribution of environmental aid –…
Multi-level governance and subnational research
The Subnational Research (SNR) and Multilevel Governance (MLG) research programs have tackled some of the crucial questions in comparative politics. Despite their shared principle that actors and institutions located at one territorial level are shaped by and shape other levels of government, each tradition has developed its own set of concepts and theories without fully acknowledging the other. We believe that this has been detrimental for knowl…
Pandemic Policymaking in Presidential Federations
Why do COVID-19 social distancing policies vary so widely across states in federal countries? This mixed-methods study of Brazil, Mexico, and the United States finds that state-level variation in the stringency of social distancing policies is driven not by the epidemiological, demographic, or socioeconomic factors commonly emphasized in previous research, but largely by political factors. Introducing a novel framework for explaining pandemic pol…
Unconditional Transfers Are Not Oil
Extant research on rentierism claims that oil royalties and unconditional transfers are among the main factors sustaining subnational undemocratic regimes (SURs). This article claims that these revenues are insufficient to economically reproduce SUR, as subnational rentier states generally overspend beyond their means. Drawing on evidence from Argentina, we identify two pathways to SUR reproduction. First, rulers in resource-rich provinces rely o…
Territorial Inequality in Health Service Delivery
Access to quality healthcare varies across the national territory inside Latin American countries, with some subnational units enjoying higher-quality care than others. Such territorial inequality is consequential, as residents of particular regions face shorter life spans and an increased risk of preventable disease. This article analyzes trajectories of territorial healthcare inequality across time in Argentina, Brazil, and Mexico. The data rev…
The Impact of Neopatrimonialism on Poverty in Contemporary Latin America
Neopatrimonial exercise of power, combining ruler appropriation of resources with ruler discretionality in the use of state power, remains present to varying degrees in contemporary Latin America. Building on an extensive literature, this article provides a delimited conceptualization and measurement of neopatrimonialism for 18 countries in the region and examines the effects of neopatrimonial legacies on poverty with cross-national quantitative …
Inside Countries
Although comparative politics is conventionally seen as the study of politics across countries, the field has a longstanding and increasingly prominent tradition in national contexts; focusing on subnational units, institutions, actors and processes. This book offers the first comprehensive assessment of the substantive, theoretical, and methodological contributions. With empirical chapters from across the contemporary Global South, including Ind…
Rethinking measures of democracy and welfare state universalism
Democracy and the welfare state are two of the most extensively studied concepts and themes in the field of comparative politics. Debate about how to best measure the two concepts has failed to contemplate the extent to which political and social rights are uniformly present across distinct regions of the national territory, despite the presence of substantial subnational research that underscores wide variation inside countries. We argue that th…
Unpacking the State’s Uneven Territorial Reach
Democrats and Autocrats
The study is premised on the notion that subnational undemocratic regimes (SURs) within countries not only differ among each other but that they maintain different relations with the federal government, which is why they are reproduced differently. The book argues that alternative pathways of SUR continuity result first and foremost from the capacity (or lack thereof) of democratic presidents to wield power over SURs and autocrats. If presidents …
Who Wants an Independent Court? Political Competition and Supreme Court Autonomy in the Argentine Provinces (1984–2008)
Political competition should protect judicial autonomy. A host of studies produce evidence that is consistent with this expectation. The influence of political competition operates through two distinct mechanisms: fragmentation and turnover. Most empirical studies treat them as mutually reinforcing. We explain why each of these effects should be most clear when the other one is inactive: when power is concentrated only the expectation of turnover…

The Politics of Subnational Undemocratic Regime Reproduction in Argentina and Mexico
This article studies the continued existence of subnational undemocratic regimes in Argentina and Mexico, two countries that have recently experienced national democratization. The first part of the article offers a conceptualization of subnational democracy and measures its territorial extension across all subnational units. The second part explores a common, albeit not systematically tested explanation about subnational undemocratic regime cont…

The Distributive Politics of Emergency Employment Programs in Argentina (1993-2002)
During the 1990s, the Argentine federal government dramatically increased the number of workfare programs targeted to the unemployed. The distribution of employment programs, however, varied across provinces. Previous studies suggest that this uneven distribution has taken place because politicians have not distributed programs according to formal eligibility criteria, but rather, in a clientelistic manner to entice voters' support
