For the first time, Mexico has a presidential administration that defines itself as "post-neoliberal," but, although the government of Andrés Manuel López Obrador is the most powerful the young Mexican democracy has ever seen, it is far from dismantling neoliberalism. A status quo has been structured in Mexico that prioritizes the commercial value of water over its socio-environmental value. Sonora is a typical case of the transfer of a common good to the private sphere. The communities historically linked to the two major affluents in the region, the Río Yaqui and the Río Sonora, have experienced this trend firsthand. Transitions and non-transitions from neoliberalism in Latin America and Southern Europe
We seek to disentangle the process through which some democratic polities ‘escape’ from neoliberal rule while others do not. We understand neoliberalism as the resulting equilibrium provoked by the restoration of class power that undermined the pro-labour policies of the post-war period.
