The article argues that the Atocha murders have been exaggerated in explaining Suarez’s decision to legalize the PCE. The then-secret cables from the United States Ambassador to Spain provide three novel pieces of evidence. Firstly, that the decision was surely made earlier. Secondly, Brandt and the European social democracy did not raise any objections to the possibility of Suarez keeping the PCE illegal. Thirdly, the relevance of economic motiv…

  • The Quintilian School in the history of Social Choice

Open Access•Jorge Urdánoz Ganuza, Josep M Colomer•ARTICLE•Social Choice and Welfare•2024

We present two texts from Roman Empire times that add two early appearances to the stream of the history of Social Choice Theory. One is from the School of Rhetoric of Quintilian (35–96), a contemporary of Pliny the Younger, who developed an early criticism of Plurality rule and, in search of a better method, sketched a choice by pairwise comparisons. The other is from Aulus Gellius (160–180), who used the term “aporia” applied to a voting proble…

The representative Spanish model ”•the electoral provisions for the Congress and the Senate included in the Constitution of 1978”• was developed in three stages. Here I analyze the second one, from November 1976 to March 1977. I describe the so-called «negotiations» between the Government of Adolfo Suárez and the democratic opposition and the different strategies of the different groups. I focus on the influence that official polls ”•managed only…

The article aims to clarify certain aspects concerning the origin of the Spanish representative model, aspects not well explained so far. The text seeks to discover the “true intentions” held by those politicians who designed the two electoral systems included in the 1976 Law for Political Reform, since both systems would be later largely incorporated to the 1978 Constitution. We use a source that has not been previously used in these matters - t…

  • John Stuart Mill and proportional representation. A misunderstanding

    Open Access•Jorge Urdánoz Ganuza•ARTICLE•Political Science•2019•Referencias: 5

Mill scholars usually classify as ‘proportional’ the theory of political representation sustained by John Stuart Mill. However, Mill did not use the term ‘proportional’ in his texts, and ‘proportional representation’ as understood today has little to do with what Mill really proposed. A hypothesis is offered to explain the origin of the ‘proportionalist’ interpretation that was accepted at the beginning of the 20st century. It is concluded that s…

  • Medición de la desproporcionalidad electoral

    Open Access•Jorge Urdánoz Ganuza•ARTICLE•Revista Española de Investigaciones…•2006•Referencias: 3

This article is based on the assumption that political science has never satisfactory resolved the question of how disproportionality should be measured. Different alternatives are reviewed, the use of the simplest and most intuitive index of all is proposed, and a certain empty and counterproductive abuse of mathematical science is criticized.
