Economic development without rural–urban migration in Georgia
Against the prediction of developmental orthodoxy that urbanization is a necessary condition for economic development, since the mid-1990s Georgia and Armenia achieved sustained economic development without rural–urban migration. The experience of Georgia and Armenia is placed in the context of the relation between urbanization and development in other countries of Central Asia. This is followed by an in-depth analysis of Georgia, which shows tha…
Long-term housing affordability in spatial general equilibrium
We argue that housing affordability is as much about incomes as it is about house prices. Consequently, a comprehensive analysis of housing affordability should be conducted in which incomes and house prices are determined through the specification of labor, capital and product markets in addition to housing markets. A spatial econometric model for Israel is used to study the effects on the regional distribution of housing affordability of income…
Transition Into Adulthood With Autism Spectrum Disorders
This longitudinal population cohort study tracks the transition of 1,405 adolescents with autism spectrum disorders (ASDs) into adulthood, and highlights functional and social skills as core predictors of social outcomes (tertiary education, civic volunteering, and employment). Applying regression methods with sample selectivity to administrative data records obtained from Israel’s National Insurance Institute, we show that these outcomes are not…
Decomposing university grades
First-degree course grades for a cohort of social science students are matched to their instructors, and are statistically decomposed into departmental, course, instructor, and student components. Student ability is measured alternatively by university acceptance scores, or by fixed effects estimated using panel data methods. After controlling for student ability, course characteristics, and instructor fixed effects, departmental grade differenti…
Insurance for Unemployment
First published in 1986, Insurance for Unemployment proposes a radical approach to the reform of unemployment and social insurance. The book develops the ethical, economic and actuarial case for the proposed reforms, whereby the individual pays the contributions which reflect the unemployment risk that he wishes to insure. Such ideas provide a libertarian alternative to the social security systems that have been adopted by most countries in the w…
Heredity, Family, and Inequality
Heredity, Family, and Inequality
An economist critiques nature versus nurture hypotheses from behavioral genetics, developmental psychology, sociology, and economics. Empirical literature in disciplines ranging from behavioral genetics to economics shows that in virtually every aspect of life the outcomes of children are correlated to a greater or lesser extent with the outcomes of their parents and their siblings. In Heredity, Family, and Inequality, the economist Michael Beens…

Regional Heterogeneity, Conditional Convergence and Regional Inequality
Beenstock M. and Felsenstein D. Regional heterogeneity, conditional convergence and regional inequality, Regional Studies. The paper stresses the importance of accounting for regional heterogeneity in the dynamic analysis of regional economic disparities. Studies of regional growth mainly presume that regions are homogeneous in their socio-demographic composition. It is argued that the analysis of regional convergence needs to be tested condition…

The Effect of Linguistic Distance and Country of Origin on Immigrant Language Skills
This article is concerned with identifying, for the first time, the separate effects of linguistic distance (language of origin) and country of origin on the destination language proficiency of immigrants. The determinants of Hebrew language proficiency (fluency and literacy) among immigrants in Israel are studied using the 1972 Census of Israel and the Immigration Absorption (panel) Surveys conducted in the 1970s. Country of origin and language …
Internal Migration by Immigrants in the Short-Run
Internal Migration by Immigrants in the Short-Run
Econometric investigation of the Immigrant Employment Survey for the years 1991—4 suggests that internal migration by immigrants from the former USSR during their first years in Israel is unrelated to labor market status and ethnicity. While initial location depends on republic of origin, the same does not apply on the whole to internal migration. However, housing status is a predictor of internal migration. Finally, immigrants have tended to mig…
The Labour Market Absorption of CIS Immigrants to Israel
The labour market absorption in the 1990s of some 600,000 immigrants from the ex‐USSR has, on the whole, been a major success. The rate of unemployment among immigrants who came in 1990 has converged on the rate of unemployment for native Israelis. However, concern has been focused on the low rates of occupational retention and the waste of human capital that this implies. We use three micro data sets to investigate the absorption dynamics of CIS…
Failure to Absorb
Hypotheses about remigration by immigrants are investigated using longitudinal data from the 1970s for immigrants to Israel. The main finding is that experience of unemployment during the first year in Israel does not, on the whole, help predict subsequent remigration. The propensity to remigrate varies inversely with age for most groups, and it increases if the immigrant has not acquired permanent housing. Immigrants on temporary resident visas …

Exchange Rate Expectations and Interest Rate Differentials
The essence of Mirus' (1980) argument is that the endogeneity of interest rates and the spot exchange rate undermine the official forward position as an identifying restriction on the absolute slopes of the arbitrage (a) and speculation (,B) schedules in the market for forward exchange. My explicit assumption (on page 137) was that the spot exchange rate is indeed endogenous, which was why instrumental variables estimation was necessary. However,…

Money, Debt and Prices in the United Kingdom
This paper is concerned with testing the asset theory of the price level using quarterly UK data over the period 1968-1979. Expressed in its most general form, the asset theory states that the aggregate price level (P) is related to real variables such as the level of economic activity (Y), financial wealth and the composition of wealth in terms of financial assets such as money (M), government bonds (B), etc. This theory has a long tradition and…
