Poverty and Economic Morphology of Ohio Central-City Neighborhoods
The authors examine the relationship between poverty and economic activities in 24 selected industries in more than 100 neighborhoods in Ohio central cities. As expected, local economies deteriorated as poverty levels increased. This research utilizes factor analysis of County Business Patterns data for 1979 and 1986 to identify changes in the spatial structure of major industries in the United States and relates these changes to relevant theories of industrial location. In this paper, the changes in the US automobile industry which have occurred over the 1979-86 economic downturn and recovery are examined within the framework of Markusen's profit-cycle theory. We hypothesized that specialists' preference for measuring fiscal strain by using environmental/socioeconomic indicators would correlate with liberal political attitudes, and preference for governmental/fiscal indicators would correlate with conservative political attitudes. This paper reports the findings of a study examining the diffusion of innovations among units of local government. The results of the study were similar to the findings reported by Gray concerning policy innovation in the states. Innovation in local government is issue-specific.
