Unemployment and Government Policy Between the Wars

In a recent article on unemployment in Britain between the Wars, Booth and Glynn' put forward three major propositions. These are: (1) 'one could suggest that the national employment rates for most of the interwar period, while very different in pattern, were not very much worse than national averages which prevailed before 1914' (p. 614). (2) that the regional nature of most unemployment made Keynesian 'pump priming' of only limited usefulness (p. 628-631) and that Keynes 'did not give enough attention to the need for regional and industrial policies as a means of easing the structural unemployment problem' (p.631). (3) that the main constraint on Keynesian policies was their potential effect on the external position of the economy, plus undisclosed 'fiscal and political constraints.' All three of these points seem at best problematic, but they are important because they do lead to posing directly the important question of the nature of the constraints on government policy towards unemployment in this period
