[eng] The microeconomic analysis 0f performing arts production and the effect of public subsidies Claude Le Pen This paper presents a microeconomic model of performing arts production under various organizational objectives : the policy, in term of average price and quality, of a profit making institution is tlius contrasted with the policy of a non-profit one, under two behavioral schemes, maximizing quality or maximizing audience, under a construira of budgetary equilibrium. Using a total surplus criterium, it is further shown that neither the profit-making nor the non-profit policy is socially optimal with respect to either quality or price. Selecting an appropriate institutionnal arragement is thus a matter a second best choice. Finally, introducing public subsidies, their effects are demonstrated to be dependent upon the strategic objectives of the organization. Under certain circumstances, public subsidies may involve an increase of both quality and average price : this perverse effect obviously runs against the reasons generally given to explain the state intervention in the cultural field, which insist on the necessity of promoting a large cultural diffusion.
