The findings of this study of purchased services provided by a voluntary agency to low-income unmarried mothers were that, despite some differences in worker-client views of client problems and some degree of worker dissatisfaction with services, workers were very active in helping clients obtain needed goods and services, and clients were quite positive in their evaluation of this help. It is suggested that, pending reform in the income-maintenance and social services systems, providing as many poor clients as possible with individual counselor/advocates may be the best that can currently be done, although costly and unproductive in the long run. It is also suggested that reconceptualizing the goals of social services and the nature of worker activities may facilitate more creative program design
