This paper explores some of the methodological implications of the role of the social worker as advocate, especially in the case when advocacy requires political behavior. Although manipulation is proscribed in social work, professional purity may be most costly to the victims of social problems. Political behavior is, in any case, inevitable and guidelines must be developed for its use. Four are suggested here: (1) who benefits and who loses by the political behavior, (2) who is subject to or the target of the political activity, (3) which values are inherent in the substantive end or principle that occasions the political behavior, and (4) what is the nature of the act itself? Circumstances that impinge on the effectiveness of political behavior are suggested
