The article presents a synthesis of recent analyses of the character and consequences of Costa Rica's agricultural policy during the 1980s. In the context of the neo-liberal economic approach encouraged by international funding agencies, the government has emphasized non-traditional exports such as flowers and exotic fruits while reducing support for producers of basic grains. The author summarizes critiques of the policy, showing that small-scale farmers are becoming impoverished while the traditional “rural democracy,” which has distinguished Costa Rica from other Central American states, has become seriously threatened
