This paper introduces an innovative framework reconceptualising the political notion of partnership as an agreement grounded in relational equality, reciprocity, and solidarity. By foregrounding the normative significance of partnership, the framework offers a critical lens for assessing postcolonial international relations. Since the creation of the European Economic Community in 1957, the concept of partnership has gained prominence in Africa-EU relations, marking a shift in rhetoric from donor-recipient dynamics toward cooperation among equal partners. Former colonial powers have embraced this terminology to suggest a departure from historical patterns of dependency and domination. Through engagement with normative political theory and reflexive thematic analysis, this paper offers a historical examination of the Africa-EU partnership discourse, tracing its evolution from the Lom & eacute; Convention (1975) to the Samoa Agreement (2023). It argues that postcolonial partnerships rest on three principles - equality, reciprocity, and solidarity - generating normative expectations embedded within enduring postcolonial and global capitalist structures
