The New Political Conditionalities of Aid

An Independent View From Africa

The central argument in this article is that the new political conditionalities for aid that are now being put by the West for African countries have very little to do with the former's desire for democracy in Africa but are rather an ideological device seeking to replace the vision of socialism with that of capitalism world-wide while creating a new credible source of legitimacy for hegemony in Africa by participating in the removal of discredited African regimes. Three contradictory perspectives on the new conditionalities are identified: those of Western finance capital (the ‘donors’); the African governments and official institutions; and, finally, the popular forces. The new political space can lead to democracy only if effectively used by organizations of civil society in Africa in alliance with similar sympathetic organizations in the West, against both the compradorial ‘new-breed’ African leaders and the new Western hegemonic forces. Résumé L'argument central dans cet article est que les nouvelles conditions politiques désormais imposées par les pays occidentaux sur l'aide offerte aux pays africains ont très peu à voir avec le désir de ces premiers de voir instaurer la démocratie en Afrique; il s'agirait plutôt d'une manoeuvre idéologique qui chercherait, à l'échelle mondiale, à remplacer la vision du socialisme avec celle du capitalisme tout en créant une source nouvelle et plausible de légitimité pour l'hégémonie africaine en participant dans un processus de déposition des régimes africains discrédités. Trois perspectives contradictoires sur ces conditionnalités nouvelles sont identifiées dans l'article: à savoir, celles du capital de financement occidental (c-à-d des ‘donateurs’); celles des gouvernements et des institutions officielles en Afrique; et finalement, celles des forces populaires. Le nouvel espace politique ne peut mener à la démocratie que si son exploitation par les organisations dans la société civile en Afrique l'expolitent — de concert avec d'autres organisations sympathiques dans le monde occidental — à la fois contre les dirigeants africains de la nouvelle tendance compradoriale, et contre les nouvelles forces hégémoniques de l'Ouest. Resumen El argumento central de este artículo es que los nuevos condicionamientos políticos que los países occidentales están imponiendo en el Africa tienen muy poco que ver con el deseo de democracia para el continente, y son más bien un recurso ideológico creado para reemplazar la visión del socialismo por la del capitalismo, creando al mismo tiempo una base confiable de legitimidad para su hegemonía en África con su participación en la remoción de regímenes políticos desacreditados. Se identifican tres perspectivas contradictorias de estos nuevos condicionamientos: los del capital financiero occidental (los donantes); los gobiernos e instituciones oficiales africanos; y finalmente, las fuerzas populares. El nuevo espacio político llevará a la democracia sólo si es usado eficientemente por las organizaciones de sociedad civil en Africa aliadas con organizaciones simpatizantes similares en el mundo occidental, y en contra de los líderes africanos de la nueva era y las fuerzas hegemónicas del Occidente
