When, as seems certain, the 45th United Nations General Assembly next considers the topic of South African race relations in the fall of 1990, fortyfour years will have elapsed since it first did so. Surely no subject has been more enduring before the world body than apartheid, as the topic has been known since 1948. But the response of the members of the United Nations to apartheid lately has been far different from what it was during the organization's early years. Below I argue that a UN anti-apartheid regime arose more than three decades ago and has subsequently evolved in important particulars. The purpose of this paper is to describe this evolution and to identify those independent variables with which it appears to be associated. In particular, I have wanted to see whether this evolution occurred gradually, or whether, it has been discontinuous and uneven, a series of sudden step-like reactions to specific occurrences, such as the 1960 Sharpeville massacre
