International agreements since the St. Petersburg convention of 1868 were examined and a set of 27 items were developed representing principles governing civilian treatment and military engagement and treatment in connection with interstate hostilities. Three versions of a questionnaire were developed, a general form, one in which the home country was the actor, and another in which an enemy was the actor. Data were collected from over 1,200 subjects at three universities including a sample of Naval ROTC students in the United States and a group of students at the University of Canterbury (New Zealand). Mean levels of restraint were infrequently high although the New Zealand sample provided much clearer endorsement of restraints and smaller differences in restraint between their own country and an enemy. However, there was substantial agreement in the rank order of mean levels of restraint across samples. Factor analyses resulted in three factors.
