Dealing with obstructionist leaders

In the first half of the 1990s, representatives of the international community intervened in Bosnia, Rwanda, Somalia and elsewhere in order to provide humanitarian relief and some modicum of stability and freedom from violence, but they found that good intentions did not prevent obstructionist behavior by indigenous governmental and factional leaders. This article seeks to facilitate the development of strategies for contending with such individuals. Drawing both on relevant literature and on the conclusions of a one‐day workshop that bought together experts and practitioners, it lays out generalizations about the obstructionist leader problem and approaches for dealing with it
