In I87I, when the Poor Law Board merged with the newly created Local Government Board, senior civil servants tried to abolish all outdoor relief funding to make cost savings. Most rural Poor Law unions followed these new guidelines until the onset of an agricultural crisis in the I88os. Central government authorized guardians to introduce welfare-to-work schemes funded from local rates to alleviate the unprecedented unemployment in the countryside. However, some ‘model’ unions, such as the Brixworth Union in Northamptonshire, refused to reintroduce outdoor relief funding. Instead, they set up a number of privately funded welfare-to-work initiatives, which were ineffectual and were designed to persuade labourers to migrate. These schemes allowed guardians to export their Poor Law problems to local county towns and resolved their rating crisis. When the Poor Law was democratized in the mid-I890S, labourers who had been refused outdoor relief assistance voted guardians out of office and overturned this impoverishing retrenchment policy
