Understanding what affected populations seek from transitional justice is a crucial step in creating a transitional process that is responsive to the needs of victims and others. A consensus exists that the local context and communities must be considered by transitional justice processes (United Nations Secretary General, 2004) to achieve ‘evidence-based transitional justice’ (Pham and Vinck, 2007), and this has led to the use of empirical methods in transitional justice. However, most transitional processes remain led by elites with little effort made to consider the views of those most affected by the events of the transition and the violence that preceded it (Lundy and McGovern, 2008).
