Looking at the political history of modern France since 1789, the most obvious, and to some extent stereotypical, characteristics are discontinuity and division: popular upheavals and frequent changes of constitutional settings, extended periods of governmental instability and fierce conflict between opposing political currents dominate the historical record. However, underneath this choppy surface, we find more steady undercurrents which manifest themselves in astonishingly stable substructures of political processes. One of these continuous elements is the practice of representative government, which for a long time held its own against challengers from the top and bottom of the political order, or at least offered a fall-back position when the holders of supreme power were troubled and the institutions of government dissolved. For long periods after 1830, 1871, and again after 1945, this regime was formally institutionalized as a Parliamentary Monarchy or a Parliamentary Republic.
