In tests of English as an international language, the prevailing assumption has long been that the universal target for proficiency in English around the world is the set of norms for Standard English that are accepted and followed by highly educated native speakers of English in the countries of Braj Kachru's Inner Circle (B. Kachru, 1985), particularly Great Britain and the United States.
