The nation state as a sociocultural system requires a complex hierarchy of sub-units. We are familiar with the prefectures, provinces, states, etc., of contemporary administration. Subsidiary to these major subdivisions are such characteristic units as the city, county, town, township, and village. There are commonly regular subdivisions of the state, receiving their authority as an allocation from the central administration. To be sure, this practice is opposed by many who advocate that modern nations should rest on authority based first in the smaller units, and allocated by them to the larger units. This federation principle, however, rarely operates in the Western world and almost never in the Far East
