Social Effects and Limitations of Development Planning

This paper examines some of the limitations and effects of agricultural and industrial development programs in Indonesia and Singapore. Attempts to modernize Indonesia's population through increased rice production are shown to be frustrated by the constrictions of a dual economy coupled with the traditional handicaps of administering programs through the existing village system. The inherent frustrations of developing rural areas while increasing the mobility of the population into overcrowded cities by improving infrastructure are an added limitation to economic development.Singapore's relatively successful program of industrialization has been accompanied by authoritarian political control over labor unions, the political party system, and the socialization of youth. Programs for increasing technical training in high schools are accompanied by strong opposition to Western-style hippie culture. The homogenization of the population is emphasized in a program for rehousing up to 80% of the population in high-rise flats. In neither country is there any explicit concern with the ultimate dependency each country has on advanced capitalist economies, with the social and ethnic group contributions to effective planning, or with the absence of any programs that will radically affect the level of equality within the total population
