SINCE I972 the Philippine government has been engaged in a war with Muslim rebels in the southern Philippines.* The fighting has been significant inside the Philippines because it has taken a continuing toll in human lives and material resources and because it has had the potential for de-stabilizing the martial law regime of President Ferdinand Marcos. It has been significant beyond the Philippines because it has affected Philippine relations with states in the Association of Southeast Asian Nations (ASEAN) and the Islamic Secretariat and because its combination of ethnic, ideological, and economic factors has been characteristic of the kind of warfare likely to continue in Southeast Asia. Leadership in the Philippine Muslim struggle has been provided primarily by the Moro National Liberation Front. The Front's origins, structure, goals, resources, and tactics suggest the reasons why the fighting has reached its present scale; why the war itself seems endless, as a New York Times article described it; and what its implications are for the Philippines and for Southeast Asia
