The objective of this article is to analyse the dynamics of settlement, agricultural modernization and industrialization of the Cerrado and Amazon from a review of the literature that addresses the topic, without proposing to redeem all that has already been produced, but with the intention to bring out the major issues and speeches defended the last six decades. Beforehand, refutes the idea that the two biomes were uninhabited and defends the thesis that the settlement andeconomic development strategies, stimulated by colonization projects and the agricultural, agro-mineral and hydroelectricprograms, local and traditional marginalized populations in 1970s and 1980s, because they were not benefited, andcriminalized since the 1990s, with strict legislation to mitigate environmental impacts of large projects
