An examination of the role of Ford Foundation and USAID advisors to Indias massive Family Planning Programme during 1961-74 reveals conflicts between the population advisors theoretical role as a consultant-communicator and the performance-oriented role into which occupants of that position frequently found themselves thrust. Discrepancies were observed between personal goals and expectations the expectations of host nationals and the directives of the advisors parent organizations. The sociopolitical climate within which population advisors functioned is shown to have played a critical part in shaping the advisors role and influencing their effectiveness. (authors)
