Solving the Agrarian Question in Poland

This essay deals with the implementation of the doctrine of socialist transformation of agriculture in Poland. Despite the failure of attempts to collectivise Polish farming, the agricultural policy, formulated and conducted in different ways by successive political leaderships, has always been aimed at eliminating private farming and establishing large scale, state owned agricultural enterprises. Private farming has not been eliminated and still plays a dominant role in Polish agriculture but its ability to increase production has been seriously weakened. In spite of all the privileges granted to them, state farms have proved to be economically inefficient and socially unattractive.In no country has the socialist transformation of agriculture solved the basic problems included in the agrarian question. It has not created agricultures capable of economic growth and it has not eradicated the roots of discrimination against agricultural producers as a class. The validity of the assumptions included in the marxist solution to agricultural problems have therefore to be seriously questioned. In Poland the ptolonged period of socialist transformation of agriculture has led to the devastation of its productive capacity and thereby contributed to the global collapse of the Polish economy.RÉSUMÉCet article est centré sur l'application en Pologne de la doctrine de la transformation socialiste de l'agriculture. Malgré l'échec d'une tentative de collectiviser l'agriculture polonaise, la politique agricole, formulée et menée par les différents leaders politiques, fur constamment orientée vers l'élimination de l'agriculture privée et vers la mise en place d'entreprises agricoles de grande dimension appartenant à l'Etat. Cette agriculture privée ne fut pourtant pas éliminée et demeure la forme dominante en Pologne. Mais, la capacité de croissance productive de l'agriculture polonaise s'est affaiblie: malgré tous les privilèges consentis aux fermes d'Etat, celles-ci se sont avérées économiquement inefficaces et socialement peu attractives.Dans aucun pays, la transformation socialiste de l'agriculture n'a résolu les problèmes de base posés par la question agraire. Elle n'a ni réussi aF créer un développement agricole, ni à supprimer les causes des discriminations dont souffrent les producteurs agricoles comme classe sociale. II faut par conséquent mettre en cause les hypothèses marxistes sur la question agricole. En Pologne, une longue période de transformation socialiste n'a conduit quà la destruction des capacityés productives et a ainsi contribuea au désastre général de l' économie polonaise.KURZFASSUNGDiese Abhandlung beschäftigt sich mit der Durchführung der Lehre von der sozialistischen Umgestaltung der Landwirtschaft in Polen. Trotz dcs Fchlschlags eines Versuchs zur Kollektivierung der polnischen Landwirtschaft war die von verschiedenen aufeinander folgenden polkischen Führungen formulierte und durchgeführte Agrarpolitik unverUndert auf die Überwindung der privaten Landwirtschaft und die Errichtung von großen staatseigencn landwirtschaftlichen Unternehmen gerichtet. Die Privatbetriebe wurden jedoch nicht beseitigt und spielen noch immer die dominierende Rolle in der polnischen Landwirtschaft Aber sie wurden ernsthaft geschwächt in ihrer Fähigkeit zu produktivem Wachtstum. Mit alien Privilcgien ausgcstattct haben sich die Staarsbetriebe ökonomisch als ineffizient und sozial nicht attraktiv erwiesen.In keinem Land hat die sozialistische Umgcstaltung der Landwirtschaft die Grundprobleme der Agrarfrage gelöst. Sie hat keinc Landwirtschaft hcrvorgebracht, die zu ökonomischcm Wachstum fähig ist und sie hat nicht die Wurzeln der Diskriminierung der agrarischen Produzenten als Klasse zerstört. Die Gültigkeit der Annahmen bei der marxistischen Lösung agrarischer Probleme muß deshalb ernsthaft in Frage gesrellt werden. In Polen hat die anhaltende Periode der sozialistischen Umgestaltung der Landwirtschaft zur Zerstörung ihrer produktiven Fähigkeiten geführc und dadurch zum Kollaps der gesamten polnischen Wirtschaft beigetragen
