The literature on industrial society emphasizes the growing trend in advanced industrial societies towards institutionalized collective relations and collective negotiations as a basis for conflict management. The regularization of industrial class relations in particular, through the norms and institutions of collective negotiations, has reduced political conflict, and has created a sound basis for political stability. France, however, has been cited frequently as a « deviant case » in this development ; collective relations among « social partners » are poor, even hostile, and collective agreements are reached only with great difficulty, and with the frequent intervention of the state. The principal consequence of this deviance, it is argued, is social and political instability, as well as a threat to economic growth and rationality
