Containing China? I. The Antecedents of Containment

Between THE TWO World Wars the Western world came to hold China in much higher esteem than it had generally done during the preceding century. This new attitude was based primarily on appreciation of the multiplying signs that China was at last beginning to reorganize itself as a modern State, and partly also on respect for its resistance after 1937 to the Japanese attempt forcibly to prevent its achieving this goal. And after the Japanese attack on Pearl Harbor had turned the so-called 'China incident> into a sector of the Second World War, growing American sympathy towards China culminated in President Roosevelt's insistence?apparently to Winston ChurchuTs surprise?that it should henceforth be treated as one of the great powers, and as such entitled to permanent representation on the Security Council of the new United Nations
