Loafers Are Not Going to Subsist upon Public Credulence

Vagrancy and the Law in Calgary, 1900-1914

Between 1900 and 1904, rapid growth in population and industrial production transformed Calgary. It was also a period in which those arrested and charged with vagrancy appeared before the local police court in increasing numbers. Previous studies have suggested that the prosecution of vagrants amounted to a form of social control. Reflecting the values of the dominant middle class, local authorities sought to suppress or reform anyone who rejected those same values, especially those connected to the importance of work. This article argues that, in Calgary at least, the criminal justice system lacked the intent or means to reform vagrants. Instead, it punished them as an example to the wider working class of the penalty for rejecting the work ethic. Resumes Entre 1900 et 1904, la croissance rapide de la population et la hausse de la production industrielle ont transforme la ville de Calgary. Au meme moment, les personnes arretees et accusees de vagabondage se voyaient traduites devant la cour municipale de police. Jusqu'ici, les etudes ont suggere que les poursuites judiciaires pour vagabondage constituaient une forme de controle social. Vehiculant les valeurs de la classe moyenne dominante, les autorites municipales s'efforcaient ainsi de reprimer ou de rehabiliter toute personne qui rejetait ces valeurs, surtout celles concernant l'ethique du travail. Cette recherche demontre que le systeme de justice criminelle, a Calgary tout du moins, n'a eu ni l'intention ni la capacite de rehabiliter les vagabonds. Bien au contraire, il a punit ces derniers, donnant ainsi des exemples a la classe ouvriere locale de ce qu'il en coute de rejeter l'ethique du travail
