Towards a Neo-Conservative Transformation of Canadian International Development Assistance

Some proposals for the administrative restructuring of a major government agency may well be designed merely to make that agency more efficient in accomplishing policy objectives that are already well established. Where that is the case, there is little need for any extensive public discussion of the proposed reforms for they are essentially housekeeping in character reorganizations with no major policy implications. While the recent strategic management review of the Canadian International Development Agency (cida) prepared by the management consultancy firm, Groupe secor,1 and made public in October 1991, might seem to be such a proposal, it is the argument of this article that it cannot be viewed solely in those terms. It is, instead, a report with substantial policy implications which needs to receive close parliamentary scrutiny and public discussion
