Family Resource Centers (FRC) are designed to recruit, provide services to, and involve low-income residents in leadership roles. These centers should be accessible to all families in a community. However, it is often difficult to recruit residents who might be socially isolated or alienated from institutions to participate in services and program leadership. This study explored current, past, and potential consumers' perceptions of the methods of community outreach and reasons people might join or not join an FRC. Although the most commonly cited outreach strategy was “word-of-mouth” recruiting, a multifaceted outreach strategy is indicated. This strategy incorporates agency referral, community presentations, and use of the media. FRCs need to be aware of the reasons participants come to FRCs both to design appropriate services as well as to develop their recruiting plans and materials. Outreach strategies should also consider the fact that residents may fear a strange situation as well as the stigma of seeking services. Implications for practice are discussed
