Federal Judges and Their Political Environments

In a recent article, Beverly Cook (1977) presented evidence that federal district judges to public opinion in their sentencing of draft offenders during the Vietnam War. This article raises questions about Cook's conclusions. It reexamines both her national level analysis and her district (state) level analysis, and concludes that there is no evidence to support her contention that judges responded to public opinion
