Data was assembled by a group of ten students at the State University of New York at Binghamton that included Burkhard H. Blob, Sharon Fundis, Joseph J. Hogan, Michael J. Karger, Ellen A. Lubetsky, Royene Lukas, Brant D. Maltby, Ronald Sarner, Rodney S. Soltis, and Yves Veenstra. Their diligence and good humor while being chained to microfilm readers is gratefully acknowledged. 2Data were collected for virtually all nations independent (for whatever length of time) between 1919 and 1966. For the purpose of maintaining a stable sample through time, however, the present analysis is confined to the 51 nations maintaining independence throughout each of the 2 1-year periods. For a listing of these countries, see Table 2. 3The years 1940-45 are omitted because of wartime conditions that might abnormally influence the range or intensity of domestic conflict for many countries. A corollary assumption (substantiated in large measure by both Rummel, 1963, and Tanter, 1966) is that under relatively normal conditions domestic conflict does not vary noticeably with changes in international events. An analysis such as Singer and Small's forthcoming Wages of War, of course, would require data for the years in question. Data A ssemblY
