Roger's Revolution

New Zealand has a distinctive political system that, until reforms in the 1990s, facilitated dominance of public policy by a political elite. Party control in a unicameral legislature was exercised through caucus. Control of the caucus allowed largely unfettered rule, with no significant institutional constraints. This system of rule made possible an economic revolution. Radical economic reform came in faster and triumphed more totally in New Zealand than in any other country in the ten-year period from 1984 to 1993. However, the circumstances surrounding the economic revolution led to constitutional change that made further revolutions impossible
