An Assessment of the Community Action and Model Cities Experience

munity Action Program and the Model Cities Program have been the cutting edge of this movement; at times daring, but at least innovative and experimental, serving to increase the interest and arouse the feelings of Americans, rich and poor, white and nonwhite, urban and rural, about the essential question of participation in a democratic society. These programs addressed themselves essentially to participation of the poor. They attempted to give or build the opportunity for giving power to poor people. Power to question, to stop, to push, to demand, and perhaps to change. Enough power to enter the marketplace of decision making, to become a broker and be brokered. The irony is that most citizens feel the same disassociation from the institutions of society. The realpolitik of participation in the 1970's can be a grassroots movement, perhaps led by the poor, to restructure society. What have we as a nation, a social machine as it were, learned from these experiences? How does the ledger sheet balance as between the costs and benefits of participation of the poor in these programs? What does this experience tell us about the impact participation will have, and what did we find as the limitations, the frontiers, the parameters? These experiments can be the basis of some major rethinking of the structure of our society and the way institutions relate to people, and particularly poor people. An assessment is then in order
