In 1991 the demographer and government Herve Le Bras published Marianne et les lapins, a highly critical study of the ideological foundations of French demography. In it he claimed that a strong, although disguised, pronatalism had continued to pervade official demography both as a discipline and as government policy since 1945.1 The book was the last episode of a controversy begun in mid-1990, when Le Bras publicly questioned the interpretation of fertility trends by the Institut national d'etudes demographiques (INED). In an interview with the newspaper Liberation he declared that for decades the biased use of demographic indexes had hidden the pronatalist assumptions underlying the dense empirical work of the INED. This manipulation of indicators, he claimed, had been at the origins of the alarmist predictions on the falling birthrate since the 1970s.2 Le Bras is a well-known population expert.3 In the mid-1980s he
