Public Law 89–239 was signed into being in October, 1965, and since then has become known as the Regional Medical Programs legislation. It was a direct, but modified, outgrowth of the report of the President's Commission on Heart Disease, Cancer, and Stroke, issued in 1964. The purpose of PL 89–239 is “To afford to the medical profession and the medical institutions of the Nation, through ... cooperative arrangements, the opportunity of making available to their patients the latest advances in the diagnosis and treatment of (heart disease, cancer, stroke, and related) diseases...” Geographic regions which may or may not coincide with political boundaries are the basic units. Competitive grants, if awarded, support both the planning and operation of “regional medical programs” which are expected to blanket the entire United States in the near future
