P to the eve of the national conventions of 1952, no striking innovations marked either party organization or finance. The same customary national party structure prevailed. In the states, with few exceptions, legislation dictated the form of party organization in considerable detail. Money raising continued in the familiar pattern, with major stress on relatively large contributions from well-to-do individuals, businesses, and groups. Federal law regarding campaign finance remained static, despite overwhelming evidence that it is ineffective and as much honored in the breach as in the observance. Recent developments, however, have changed emphasis and have provided new insight into old problems
