W E have been brought face to face with hard facts and evidence of trends social, economic, governmental, in the preceding articles in this issue of THE ANNALS, which will inevitably shape the future of urban development. What will be their influence on health and services? How are city planners to orient themselves in relation to these fields and what will be the effect upon their programs?. When war was declared, the National Government became acutely conscious of its need for physically and mentally fit men and women, not only for the armed services but for production at home of the implements of war. The findings of the Selective Service System, in terms of the physical, mental, emotional, and educational handicaps of our young men, have been spread on the record for all to see. The recognition of these facts has carried over into civilian life and there is now wide acceptance of the principle that the health of its citizens is a concern of ,government; and conversely, the recognition on the part of the citizen that he has a right to health as well as education, which long since was recognized as a public responsibility. This principle applies also to welfare, conceiving welfare not only in terms of assistance to the individual who is without economic security but also in terms of the social insurances against unemployment, for old age and survivors, for health and sickness, and so forth
