Roundtable: The Latin American state, Pink Tide, and future challenges
In May 2020, the guest editors of this special number organized a roundtable discussion centred on six themes and covered a broad range of topics pertaining to Latin American development, politics and economics. The context of ‘pink tides’ and ‘right turns’ are a backdrop that represent both the consequences and the lead up to what comes next. At the centre of the analysis are the core dynamics of the political systems we intend to explore. The p…
Blended financing, Canadian foreign aid policy, and alternatives
This article analyzes the Canadian government’s promotion of blended finance, a policy “innovation” that aims to use official development assistance to leverage private finance to meet the United Nation’s 2030 Sustainable Development Goals (SDGs). It argues that blended finance is not a new idea but rather an old strategy that attempts to resolve the contradictions of neoliberal development by introducing more neoliberal policies. Rather than mee…

Crisis and Contradiction: Marxist Perspectives on Latin America in the Global Political Economy
Since the late-1990s much of Latin America has experienced an uneven and contradictory turn to the Left in the electoral arena. At the same time, there has been a rejuvenation of Marxist critiques of political economy. Drawing on the expertise of Latin American, North American, and European scholars, this volume offers cutting-edge theoretical explorations of trends in the region, as well as in-depth case studies of Argentina, Bolivia, Brazil, an…

Making the Poor Work for their Services: Neo-liberalism and ‘Pro-Poor’ Privatization in El Alto, Bolivia
This paper critically analyzes how the neo-liberal agenda to promote the participation of the poor and privatization have been linked in the water and sanitation sector. Drawing on three case studies of “participatory” water and sanitation projects in El Alto, Bolivia, I argue that the mobilization of the poor people's labour in the construction of urban water and sewage systems has been primarily used as a means to stabilize commercial relations…

Roots of Resistance to Urban Water Privatization in Bolivia: The “New Working Class,” the Crisis of Neoliberalism, and Public Services
This paper analyzes the roots of resistance to the privatization of public services in the context of the changes to class formation in Bolivia. Based upon two case studies of urban water privatization, it seeks to explain why the social coalitions that have emerged to protest the privatization of public water services in Bolivia have been led by territorially-based organizations composed of rural-urban and multiclass alliances rather than public…
Struggles against Accumulation by Dispossession in Bolivia: The Political Economy of Natural Resource Contention
David Harvey suggests that, compared with struggles waged by traditional political parties and labor unions, struggles to "reclaim the commons" typically result in a less focused political dynamic of social action, which is both a strength and a weakness. While these social movements draw strength from their embeddedness in daily life, not all manage to make the link between the struggle against accumulation by dispossession and the struggle for …
