Federal Policy for Preserving Farmland
Since 1996, the Farm and Ranch Lands Protection Program, administered by the Natural Resources Conservation Service of USDA, has been the federal government’s chief policy for preventing the urban development of agricultural lands. The program helps state and local governments and nonprofit conservation organizations to fund the purchase of easements on privately owned farms and ranches, permanently preventing development. How the FRPP has dealt …

State Rules and the County-City Arena
The vulnerabilities and strategies of county governments in the American intergovernmental system are explored in this study of California counties in the post-Proposition 13 era. The property tax limitations of the 1978 ballot measure have combined with a number of other state fiscal, programmatic, and boundary rules to constrain county finances. The rules encourage cities to pursue growth policies, including annexations and redevelopment, that …

How Rural Local Governments Budget
If the available studies are to be believed, annual budgeting by local governments in the United States is very much an executive-centered and dominated process. The idea of the budget is foremost in both prescription and description. Chief executives, whether appointed, as in the case of city managers, or separately elected, as are strong mayors, control the process. They and their staffs establish policy for departmental proposals, collect reve…
Small City Autonomy in the Federal System
How severe have been the restrictions on the autonomy of local governments, as state and federal mandates and grant programs proliferated in the 1970s? This study of mandate and grant impacts in nine, small California cities suggests that local control has not been reduced as much as the recent literature of federalism argues. Municipal officials in these communities perceived a range of effects according to program areas. Clean water standards w…
Facts and Analysis for the Golden State
S OME YEARS AGO, as an impressionable student, I heard about the continuing struggle of a Ph.D. candidate at the University of Chicago to finish his dissertation. His topic concerned the administration of law enforcement in a rural southern county. Each year he returned to the Midway, presumably from the same southern county, to deliver another chapter of the work-essentially an account of the previous year's developments in the sheriff's office.…

Population Growth and Administrative Variations in Small Cities 1
This seven city study of administrative arrangements finds that small municipal governments deal with rapid growth in a variety of ways. Some employ central executives, some expand the duties of incumbent officials, and others turn to consultants and outside sources of aid. Accordingly, more or less population increase in a community is not necessarily related to either the kind or degree of administrative change, at least in the short term
