When opposition leaders speak
Question Time is a highly visible and adversarial parliamentary arena central to executive accountability, yet increasing personalisation may redirect scrutiny from collective party actors to individual leaders. This article analyses personalisation in Australian Question Time using more than 21,500 opposition questions asked between 1981 and 2025. We examine two dimensions of centralised personalisation: who asks opposition questions and whom th…

What about us? Political competition, economic performance, immigration, and nativist appeals
Objective To develop and test theoretical expectations about when political parties will make more or fewer nativist appeals in their electoral campaigns. Methods We use spatial autoregressive models to test our claims about the ways in which electoral competition drives nativist appeals. Results We find strong support for our theoretical expectations on how spatial and temporal processes influence parties’ nativist appeals. We also find strong s…
When do different systems of government lead to similar power-sharing? The case of government formation
Recent studies provide evidence that the absence of a no-confidence procedure in presidential systems is crucial for understanding why the allocation of portfolios does not follow the same pattern in both parliamentary and presidential democracies. In this study, I argue that distinctions within presidential systems must be used to explain the substantial variation in the allocation of portfolios to presidential parties. I theorize that when the …
Policy Monitoring and Ministerial Survival
Studies on policy monitoring and ministerial survival within coalition governments are usually conducted separately. In this study, we bring these topics together and argue that the strategy of coalition partners to oversee the implementation of one another's policies has surprising consequences on the duration of office‐holding ministers. Our main theoretical insight suggests that the degree to which ministers behave as faithful agents of the go…
Government dominance and the role of opposition in parliamentary democracies
While current research shows that the government dominates the policy agenda in parliamentary democracies, little is known about the role of the opposition in challenging this dominance. Taking a closer look at the parliamentary policy‐making process, we examine whether opposition support for partisan control of committee chairmanship makes challenges to government bills through amendment proposals more or less likely. By analysing about 7400 gov…
Agenda Control and Timing of Bill Initiation
Although democratic governance imposes temporal constraints, the timing of government policy making activities such as bill initiation is still poorly understood. This holds especially under coalition governments, in which government bills need to find approval by a partner party in parliament. We propose a dynamic temporal perspective in which ministers do not know whether they face a cooperative or competitive partner at the beginning of a term…
Fiscal Capacity and Inequality
We argue that wealthy elites in democracies can limit their taxes by constraining the fiscal capacity of the state. Corrupting local officials and undermining fiscal capacity are some of the mechanisms by which high-income earners can lower their own tax liabilities, even when voters favor higher de jure levels of taxation. The incentive to undermine fiscal capacity is especially compelling when inequality is high, as the median voter is likely t…
Leading toward equality
Do women elected officials contribute to the creation of public sector workforces that are more representative of the populations they serve? A more representative bureaucracy is expected to produce better outcomes, and thus understanding the role that elected leadership plays in diversifying the bureaucracy is important. Using data from over 5000 Brazilian municipalities from 2001 to 2012, we examine whether the election of women mayors leads to…
Measuring Presidential Dominance over Cabinets in Presidential Systems
This study focuses on the degree of political dominance exercised on cabinets by the executive chief in presidential systems. According to a debate that began in the 1990s, presidential systems are characterized by a non-collegial decision-making process, led by and personified in the figure of the president, in contrast to parliamentary systems where a joint decision-making process is prevalent. The key argument of this research note is that, al…
