  • When Soft Power Turns Hard: Is an EU Strategic Culture Possible

    Open Access•Janne Haaland Matlary•ARTICLE•Security Dialogue•2006•Cited by: 9•References: 7

Posing the question of whether the European Union is likely to develop a strategic culture, this article discusses the concept of human security as the possible basis for a novel type of such a culture. It argues that there are incentives for governments to ‘pool’ sovereignty in the security and defence field on the logic of two-level games, while noting that EU institutions themselves are developing both political and military capacities at pres…

  • The just peace: The public and classical diplomacy of the Holy see

    Janne Haaland Matlary•ARTICLE•Cambridge Review of International…•2001•Cited by: 4•References: 5

This article focuses on the role of the Holy See in international politics with an emphasis on peace processes and transition to democracy. It analyses the impact of the Pope's public diplomacy in combination with the traditional, classical diplomacy of the Holy See. This pontificate has optimal conditions for making use of public diplomacy, especially as the terms of discourse here are always cast in terms of moral categories and human rights. T…

  • New Forms of Governance in Europe: The Decline of the State as the Source of Political Legitimation

    Open Access•Janne Haaland Matlary•ARTICLE•Cooperation and Conflict•1995•Cited by: 2•References: 15

This article takes its point of departure in an empirical analysis of the decline of the state as the major political ordering principle in Europe, with the aim of discussing norms of democratic legitimacy for polities beyond the nation-state. To this end, the genesis of plebiscitarian democratic norms is recounted, emphasizing the replacement of the natural law tradition with utilitarian justifications of individual rights. The decline of natura…

  • Beyond Intergovernmentalism: The Quest for a Comprehensive Framework for the Study of Integration

    Open Access•Janne Haaland Matlary•ARTICLE•Cooperation and Conflict•1993•Cited by: 4•References: 13

This article draws on an empirical study of EC energy policy between 1985 and 1992 in a theoretical discussion of the requirements for a comprehensive theory of integration for the post-1985 period. An analytical framework that improves on intergovernmentalist approaches is proposed. The author argues that a `domestic politics' approach presupposes a delineation of state strategies and state actor capability in a given issue area prior to the ana…
