Fiscal Federalism in Germany
We provide estimates of the risk-sharing and redistributive properties of the German federal fiscal system based on data from 1970 to 2006, with special attention to the effects of German unification. Tax revenue sharing between the states and the federal government and the fiscal equalization mechanism (Länderfinanzausgleich) together reduce differences in per-capita state incomes by almost 40 percent. The federal fiscal system offsets 47 percen…
The Competitive Advantage of Incumbents
The paper analyzes banking competition in newly liberalized banking industries, where the incumbent banks still dominate the deposit market but are exposed to substantial loan market competition. We argue that incumbent banks, due to their preferential position in the deposit market, are able to generate higher margins than new entrants. Moreover, margins of new entrants are negatively affected by the incumbents' preferential position in the depo…
Sticking to fiscal plans
Political Economy of Fiscal Institutions
This article discusses and reviews research on fiscal institutions. It deals with ex ante rules and discusses the roles of electoral institutions. One section in this article also considers the budget process. The research that is reviewed in this article uses the principal-agent relationship between the voter and the politicians and the common-pool property of public funds as its starting points.
Fiscal Governance in Europe
This book presents a theoretical framework to discuss how governments coordinate budgeting decisions. There are two modes of fiscal governance conducive to greater fiscal discipline, a mode of delegation and a mode of contracts. These modes contrast with a fiefdom form of governance, in which the decision-making process is decentralized. An important insight is that the effectiveness of a given form of fiscal governance depends crucially upon the…
The design of fiscal rules and forms of governance in European Union countries

The Political Economy of European Integration
Fiscal Institutions and Fiscal Performance
The unprecedented rise and persistence of large-scale budget deficits in many developed and developing nations during the past three decades has caused great concern. The widespread presence of such deficits has proved difficult to explain. Their emergence in otherwise diverse nations defies particularistic explanations aimed at internal economic developments within a specific country. This work shifts emphasis away from narrow economic factors t…
Positive political economy
This book investigates how observed differences in institutions affect political and economic outcomes in various social, economic, and political systems. It also examines how the institutions themselves change and develop in response to individual and collective beliefs, preferences, and strategies. This volume tackles both monetary and real topics in an integrated way, and represents the first coherent empirical investigation of positive models…
