Quebec's Unaccompanied Minors Programs
Southeast Asian refugees has been the reception and fostering of almost 500 young people b y Canadian families. Quebec in particular saw a considerable influx of these special cases through 1980 and 1981, and even though the flow has dwindled to a barely perceptible trickle in recent months (for a variety of causes), some youngsters do continue to be received and placed with families or individuals
