    This article provides new insights into the limitations of colonial policymaking in German East Africa, using the regulation of caravan mobility from the late 1880s to c. 1906 as a test case. Despite an increase in violence along many trade routes, the German administration shied away from tightening controls on trade caravans and instead established a system of travel permits.
