  • Concepts in the Description of African Economies

    Open Access•Walter Elkan•ARTICLE•The Journal of Modern African…•1976•Cited by: 1

The tribe of economists to which I belong regard concepts as more or less 'kosher', but not description. Economics, most of them would probably argue, is concerned with analysis and prediction; description is for lesser breeds. For example, students are taught the intricacies of analysing the supply of money, but it is rarely suggested to them that they might reasonably be expected to know how money actually comes into existence, which would invo…

  • The relation between tourism and employment in Kenya and Tanzania

Walter Elkan•ARTICLE•The Journal of Development Studies•1975

The unqualified enthusiasm of some for the development of tourism as a strategy for the development of low income countries is only matched by the equally unqualified scepticism of others. Few have felt neutral or considered the possibility that its effects might depend on the country concerned or the type of tourist development to be undertaken. This paper, based on a survey of employment in the hotel and tourist industries of Kenya and Tanzania…

  • On the apparent benefits of higher productivity: An arithmetical illustration

Walter Elkan•ARTICLE•The Journal of Development Studies•1971

This paper seeks to show, by an arithmetical example, that increased productivity through mechanization can lead to results which make a country worse off. The example shows that the installation of an imported labour‐saving machine will appear not only to have increased productivity, but also to have raised the proportion of investment in G.N.P. and the proportion of capital goods in total imports. All the indications, therefore, lead one to exp…
