Human Rights Foreign Policy
The author critically reviews Czech human rights foreign policy (HRFP) and makes a conceptual distinction between three possible types of HRFP: pragmatic, neo-conservative, and cooperative. The article reviews Václav Havel’s neoconservative HRFP, discusses the Czech Ministry of Foreign Affairs’ attempt to transform the neoconservative HRFP to a more cooperative format, and concludes with a reflection on the impossibility of a credible HRFP
Roles and ideologies in foreign policy
Role theory and the study of ideology represent two important concepts of Foreign Policy Analysis. While the former sheds light on the positions which a country assumes on the international stage, the latter examines the deep ideational grounds on which foreign policy rests. This article integrates roles and ideologies to define foreign policy positions. An analysis of the Czech foreign policy during the EU migration crisis identifies four ideolo…
Technocracy that fails
Menschenrechte als Gefahr für die Außenpolitik
The idea of human rights is undeniably an achievement. After the terrible atrocities that the tyrannical dictatorships of the 20th century inflicted on their citizens, it can hardly be denied that every human being is entitled to the protection of his or her life, dignity, and property, and that every state has to ensure this. And yet, this is an ominous idea that must be rejected as a matter of principle
The West, the Centre and the East
Central Europe is not drifting away from the West but belongs and wants to belong to the West. But this belonging needs an update. We face a world that is different from the time when the Central European states were joining NATO and the EU. While many see Central Europe as part of the problem, it is actually part of the solution. It can help keep the West together and keep Europe together; it can also contribute a great deal to the relations wit…

Czech metaphors about Europe
The richness of the liberal tradition in international relations
Karl Deutsch focused in his work on many social, political and technical aspects of building political community which can enrich our understanding of international cooperation and European integration. It is especially his concept of the political community that helps us to explain current problems of the European integration: namely, the current pre-occupation with the market and institutions leads to the neglect of the common redistribution an…
Democratization and Security in Central and Eastern Europe and the Post-Soviet States
The night of November 9, 1989 saw the fall of the Berlin wall. The collapse epitomized the beginning of the end of the Soviet Union (SU), which was officially dissolved on December 26, 1991. Moreover, it was the most symbolic manifestation in a series of events that had shook Central and Eastern Europe (CEE) beforehand. Slow but steady reform processes in Hungary and Poland coupled with peaceful mass rallies in East German had been the earliest s…

Introduction to the International Relations (IR) in Central and Eastern Europe Forum
Motion, Container and Equilibrium
The study of metaphors in political discourse provides an excellent opportunity to introduce discourse analysis to theories of European integration and international relations. This article suggests a framework of analysis for linking the study of metaphors with these literatures. In a first step, the article connects the International Relations concepts of macro-structure, micro-structure and internalization with the analogous concepts of concep…
Between Geopolitics and Anti-Geopolitics
This article examines the role of geopolitics in modern Czech political thinking. It draws on the distinction between geopolitics and anti-geopolitics to argue that the dominant tradition of Czech political thinking is anti-geopolitical. This anti-geopolitics is presented by a review of four central figures of Czech political thought since the nineteenth century (Palacký, Masaryk, Nejedlý and Havel). However, it also shows that geopolitics repres…
Interactions and identities of Czech civil servants on their way to the EU
This paper is based on empirical research carried out on a sample of Czech civil servants dealing with EU accession. It argues that there is a strong relationship between, on the one hand, the domestic interactions of Czech civil servants and their interactions with the EU institutions, and, on the other hand, the ways in which they identify themselves professionally and institutionally, together with their views on European integration. The pape…
The Discipline of International Relations in Central and Eastern Europe
Several attempts have already been made to evaluate International Relations (IR) studies in Central and Eastern Europe (CEE) (Drulák and Druláková, 2000; Sergounin, 2000), where it is still a fledgling discipline compared to its mature cousins in the US and Western Europe. In this article, we examine IR studies in the Czech Republic, Slovakia, Poland, and Romania. By looking at the most prominent scholarly journal published in each country, as we…
